Right, all the parts and the connection have been identified.

So, as has already been said, the answers were the surnames of titles Prime Ministers, or, in the case of double-barrelled names, the name first associated with the title.

The odd one out was Russell as his name and title were the same. I'm sorry it was such a weak odd one out, I should have chosen Peel or something.
